Streamlining of the planning application process

The Town and Country Planning (Development Management Procedure) (England) (Amendment) Order 2013 (SI 2013/1238) (DPMO 2013) and the Planning (Listed Buildings and Conservation Areas) (Amendment) (England) Regulations 2013 (SI 2013/1239) (Listed Buildings Regulations 2013) come into force on 25 June 2013. They apply in England only.

The DMPO 2013 amends the Town and Country Planning (Development Management Procedure) (England) Order 2010 (SI 2010/2184) (DMPO 2010), which provides for procedures connected with planning applications in England.

The Listed Buildings Regulations 2013 amend the Planning (Listed Buildings and Conservation Areas) Regulations 1990 (SI 1990/1519) (Listed Buildings Regulations 1990), which specify procedures connected with applications for listed building and conservation area consent in England.

The principal effects of the amendments are to:

Reduce the number of types of applications, which must be accompanied by a design and access
statement.

Improve the validation stage.

Reduce the information that is required on decision notices.
